The project involves the design and construction of a purpose built outlet facility on a green field site at KM 22 Bucharest / Pitesti Highway, Romania. The site is easily accessible, less than 15 minutes outside of Bucharest and is served by an off ramp less than 2 kilometers away. The center is situated just off the highway and will be highly visible to traffic in both directions and it is also surrounded by new developments like the Bucharest Industrial Park, Toyota, and other retail and office parks.

Scopul proiectului

The purpose of the intervention is to develop the area and to create an attraction center for all social and age categories. American Outlets and J&P are situated in an ideal location to become the main destination for local commuters as well as city residents looking for an escape. A short drive from Bucharest and near the city’s major airports the site offers accessibility and a wide range of choices from shopping and dining to ice skating, swimming and sunbathing.

Descrierea proiectului

The development is located on 10 hectares and consists of an Outlet Mall Complex of about 40,000 sqm. Additional component of this phase is a multiplex cinema center located at the center of the Outlet Mall and consisting of a common public space with food courts, restaurants, video arcade areas, and a day care center. The total area of this component is 30,000 sqm. The building itself is a single storey structure planned around courtyard spaces for parking. This gives each storefront direct access to parking. Designed as a modular concrete structure the complex easily breaks up into stores of varying sizes with anchor tenants positioned at key locations. Individual bays measure 12 meters wide by 30 meters deep and can be either grouped together for larger stores or divided up with interior passages for smaller stores. The interiors are presented as open plan with very few interior columns to provide maximum flexibility. All storefronts are full double glazed systems providing large display areas as well as efficient thermal insulation. In front of the storefronts are canopied walkways providing shoppers protection from the elements as well as space for exterior signage for retailers. The parking area is provided with illumination as well as green areas for the convenience and enjoyment of customers. In addition to the customer parking, staff parking is also provided. The food court and children’s area are centrally located and provide amenities essential to any successful shopping center. The food court is 980sqm with between 4 and 6 vendor spaces and seats over 200 people at a time, along with a separate space for a café/restaurant. The children’s area is adjacent to the food court and provides a location for parents to take the children while shopping. The maximum plan dimensions of the complex will be 422 m long and 194 m wide with a height of about 8m. Inside, the free height, measured under the suspended ceiling, will be 5.50 m. The ground surface will be S= 37108 sqm and the developed surface S=38606 sqm. The area occupied by pedestrian and road traffic will be 14750 sqm, that of parking platforms of 42892 sqm and of green spaces 5350 sqm. Of the total of 38,606 sqm, there will be arranged spaces for rent with an area of 34,841 sqm, 2,605 sqm for public food, 870 sqm for office space, for administration of the complex and the remaining 290 sqm for technical spaces. With an entrance on the highway side as well as large screens for signage, display storefronts, and flagpoles for anchor tenants, the design is built with attracting customers from the highway in mind. Also the main visual feature of the complex, brightly painted metal panels, aim to give the building a signature look and increase its visibility. American Outlets SA, partnering with J&P, propose a mixed-use development of 26 hectares focusing on retail, entertainment and leisure while complement these with class A office space, conference facilities, and hotel accommodations. Phasing allows for new partners, money and proposals to be incorporated.

Evaluare

These elements come together in a phased enterprise with both class A and B standards that will help service companies and brands to move out of the high priced areas of Bucharest in a space that offers a variety of opportunities and complete shopping services. This project can be the center of a new suburban satellite city while also providing numerous jobs for people.
